Path to Self-Performance transition strategy for a large utility in Turkey

We supported a large integrated utility in Turkey by assessing and defining its transition from an OEM outsourced Operations and Maintenance (O&M) model to a self-performance strategy across its wind portfolio.

The client required a deep and realistic understanding of its existing capabilities, organizational gaps, and operational risks before embarking on a strategic transition with potential impact on long-term asset performance, safety, and availability. The objective was to determine how, when, and to what extent self-performance could be safely and efficiently implemented.

Our work focused on comprehensive capability and gap assessment across the entire wind portfolio, structured by functional areas. Dedicated swim lanes were used to assess systems, operations, engineering, field execution, HSQE, supply chain, logistics and finance.

A maturity matrix was developed to define progressive levels of self-performance, clearly linking each stage to the required systems, processes, resources and know-how. This approach allowed the client to understand dependencies and risks at each maturity level and to plan a phased transition aligned with its organizational readiness.
